The game clearly draws from Frostpunk quite heavily and stylistically is pleasing. However, the gameplay itself virtually grinds to a screeching halt by the 3rd to 4th camp with progression gated behind on an increasing number of hero cards. To be blunt, this is unacceptable when the clear push is towards the games THIRTY DOLLAR A MONTH sub fee for what is essentially just access to the basic gameplay loop versus a good faith design where a basic, unimpeded gameplay loop is fully available and supplemented with cash-gated expansions on said gameplay loop.
The reason I infer this game falls on the bad faith side of the spectrum is that "free to play" implies it is different than an up front price tag which is the same thing as what's happening here, just with the relentless stick of maximizing your frustration. If you want to be frustrated with very little opportunity for choice impact beyond condensed daily grinding OR you are ready to shell out 30 a month for a mobile carcass of Frostpunk, which costs $30 TOTAL, then this is the game for you.
