you can pay for the new characters or unlock them through progression, I played around 6 different characters at not once did I have to pay for them, also I didn't feel I needed to make any purchases, the game gave me plenty of resources, diamonds and coins, the gear and weapons I got where good enough every time I finished a mission to level up, and then when I played some of the harder difficulty content I got character specific gear, it's a good game and although there's an option to auto play the actual game you can play manually.
