I was also stuck at 1.1 GB but I tried some of my own tricks here they are
1.When it starts to bug the download percentage (back-forth) then I would first force stop the game and clear the cache only( don't clear the storage). Then I would start the game again and sometimes it would start going ahead.
2 .If the first didn't work then try this when the bug starts then force stop the game clear the cache connect to Canada and start the game if the download starts moving ahead then keep the VPN connected if the bug continues then disconnect the VPN during the download then it might start going ahead .This one worked for me. 
3. If both didn't work then force stop the game restart the game this can also work.                                                 
4.And for some reason when I was using wifi for downloading it was bugging but when I tried with my mobile data it didn't bug out the download%.                                               
5.So if you are also trying with wifi try your own sim data( no hotspot).but if you were trying with mobile sim data try with hotspot. This was the best solution for me.
6. The reason for this bug can also be that it has been putted by the devs them selves to stop other regions players from playing it.

these are the minimum req for the game: 4GB Ram a snapdragon 625 or higher or a mediatech g70 or higher

i just solved this problem bruh after 4 hours!!! firstly Only use mobile data.. secondly force stop r6 and clear cache(not storage).. Then downloading progress will start and if you notice it is getting back again and again just repeat the first two steps..force stop and clear Cache(not storage)

I already change it but the bug still continues. I tried reinstalling it and it still doesn't work. Also cellular data and reopen that game, it still doesn't work. And maybe you're right, the devs add that bug for some reason

taptap must have not updateed there version and they might have released a new update for the game so to fix it: first check if it's available on taptap and before that make sure taptap is up-to-date. if you want to do it through play store make a brand new Gmail account in chrome and after creating the account clear the play store cache and storage(don't open play store before doing all these tasks)after clearing up and force stoping the playstore now connect any VPN to Canada like(kiwi VPN etc) and open the playstore and open the Brand new account you created through chrome in the playstore and you can then see if there is an update available for the game. now after this whenever you want to check the update of the game just close play store and clear it's cache and storage and connect to Australia and open the account you had created first so now you won't need to create an account every time.
