William will lead you to a pile of garbage sacks. Interact with them and you'll uncover a body: Mrs. Perry!
Rex will call the police, but while he waits, he'll use his ex-cop and private detective skills to pick up some clues.
You'll enter a screen that looks like the one below. You'll notice two buttons on the right, one uses your PI skills, the other uses your Cyborg skills. You can switch between your Investigation skill sets by clicking on the buttons.
There are 7 things to investigate, 3 with your PI Skills and 4 with your Cyborg Skills.
When you hover over something, your cursor will start to send off a signal, so keep an eye out for that. 
If you're having trouble finding them all, consult the list below:

Unlocking enough Traces will allow you to Combine them to form Inferences. The game will automatically flag which Traces can be combined once you are able to do so!
When you've got all of the Inferences, you can Combine them all to form a Deduction.
First-stage Autopsy Analysis
After finishing with your analysis, move right to the red dumpster.
Examine it, and pull it to the right, placing it under the streetlight.
With it out of the way, head over and examine where the dumpster had been.
Traces of dragging on the ground. Follow the trail to the right. Examine another hotspot just to the left of the large sleeping cat.Footprints
Next, examine the large green dumpster with the sleeping cat. The cat is named Falkenburg, and is fast asleep, with no intention of moving out of your way.
To get him to move, you'll need to return to the other cats, near the body. Underneath the yellow/orange cat, you'll notice an something orange on the ground. It's Cat Food.Take the cat food and give it to Falkenburg. He'll happily move out of your way, allowing you to Examine the dumpster.
With all of your clues and deductions working together, you can now combine them to reconstruct the crime scene. 
You'll be taken to a screen that looks like a pocketwatch. All of your clues fit together like cogs in the watch, and all of them need to work together to make the clock turn. Press the "Play" button that appears below the watch once you've finished arranging the Clues (gears) to your liking.
It's your job now to piece them all together. This isn't terribly hard, but if you're having trouble, check the solution below.
As you can see, not all "pegs" on the watch need to be filled (indeed, they serve to throw you off!).
After solving it, you'll get a short cutscene, showing what happened. 
Afterward, the police will arrive, including Inspector Royde, a friend of Rex's.
Royde will follow you now, so head over to the right side of the screen. When you reach the doorway, a little girl named Alice will come out, greeting the cats.
Talk to Alice and she'll tell you that Mrs. Perry lived in Apartment 303. Move to go through the doorway, and Royde will ask if you're sure you're ready to go (this is the end of the section). There's nothing else down here for you, so head upstairs.
