Once you've uncovered all other Files inside the Mist Detective Agency, head outside and go to the Repair Shop. There's nothing to collect outside right now, but feel free to talk to people along the way.

Inside the Repair Shop, talk to Morax. He'll tell you to talk to a guy named Charles, in the Underbridge District. Coincidentally, that's where Brayden's friend went missing. Looks like you really need to go there!

Walk back outside and examine the Bus Station. Choose to leave. With that, you'll be taken to the Underbridge District.
