All Roads Lead to Underbridge!
You'll arrive in time to watch a robot get his arm ripped off. So that'll tell you pretty much all you need to know about this place.
Start by heading over and talking to the robot, Sven. He'll ask you for your help. Agree, and he'll ask you to retrieve his arm from the junkyard below, where the robots from earlier threw it.
Moving to the left and going down the ladder, you'll find yourself in the Dump. To your left is a robot named Ben, who wants to be left alone. Note the Torch to his left; we'll come back for this later.
Head all the way to the right (note the Trash Compactor console along the way), where you'll find a net you can use as a ladder.
Climb up the net. To your right, you'll find a couch with a Spring, which you can grab after repeatedly pressing the Confirm hotkey.From there, make your way to the top of the platform, and examine the Violence Tromper head. If you examined the Violence Tromper robot back at Morax's Repair Shop earlier, you'll get a new File.With that, jump back down and go back to the Trash Compactor console.You'll be faced with a puzzle. If you're having trouble, check the solution below.Step 1. Press Button 3.
Step 2. Press Button 5.
Step 3. Press Button 7.
Step 4. Press Button 4.
Step 5. Press Button 2.
Step 6. Press Button 8.
Step 7. Press Button 1.
Step 8. Press Button 9.
Step 9. Press Button 6.
With that, the top will open, allowing you to reverse the direction of the trash compactor. It will conveniently spit out a trash block with a ladder on it.
After that, Ben will run up, and switch it back, angry at you for messing with it.
Leave Ben alone and climb up the new trash block. Grab the U-Type Magnet from the trash pile, and climb back down.
Now that Ben has moved from his earlier position, head to the left and grab the Large Flashlight.Then use the table next to you to assemble a new tool.Step 1. Place the U-Type Magnet on the table.
Step 2. Place the Spring on the table.
Step 3. Combine the two into a Magnetic Nozzle.
Step 4. Place the Magnetic Nozzle on the table.
Step 5. Place the Large Flashlight on the table.
Step 6. Combine the two into a Magnetic Gun.
Ignoring the logic of that, move to the right and climb up your ladder block from earlier. From there, retrieve the Scavenger's Arm.
Head back to the surface and give the Scavenger's Arm back to Sven. He'll give you his White Passcard, which will allow you to pass through the nearby security checkpoint. 
Head to the right and talk to the Custom Official. He'll let you through, now that you have a Pass.
Moving to the right, you'll be stopped by one of the sign-holders. While you talk, a pickpocket will slip past and steal your wallet, escaping onto a nearby elevator. You'll need to head over and take the next elevator down.
